regard to any proceedings which may be brought against
them would be prejudiced, and they would be held to
have accepted the responsibility for the cargo under
the Bills of Lading by carrying goods to their
destination without having received the express orders
of His Majesty's Government to that effect.
In these circumstances Lord Grey considers it
advisable that, in addition to the instructions issued
bere, the Hong Kong authorities should furnish the
master of the s.s. "City of Manila" with written
instructions to carry the goods forward to their
destination.
